The combat system is one of the main reasons people cite for quitting, especially those who quit within the first hour. You're expected to spam flashy abilities without cooldowns, which if you're trying to play this like Skyrim/Oblivion will throw you for a loop at first. Combat is floaty and lacks punchiness even by Skyrim/Oblivion standards. Your standard attacks hit like wet noodles.
